🧾 What is a DE-964 Form?

The Texas Driver Education Certificate (DE-964) is required for both the learner’s permit and the driver’s license, but there are two different versions—each used at a different step in the process.

DE-964 – FOR LEARNER LICENSE ONLY

This version is used before your first trip to the DPS to get your Texas learner’s permit (also known as an instruction permit).

It must say “FOR LEARNER LICENSE ONLY” in red at the top.

You’ll receive this once you’ve completed the first 6 hours of your driver’s education course.

🗂️ You need this form when:

• You’re under 18 and applying for your permit

• You’ve finished the first 6-hour segment of your 32-hour course

• You’re visiting the DPS for your first-time permit issuance

DE-964 – FOR DRIVER LICENSE ONLY

This version is used right before your road test.

It must say “FOR DRIVER LICENSE ONLY” in red at the top.

You’ll receive this after completing the entire course (32 hours classroom + 14 hours in-car).

🗂️ You need this form when:

• You’re ready to take the DPS road test

• You’ve completed all required hours (classroom + driving)

• You’ve met all parent log hour requirements (if under 18)
